Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of opposing developments captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are issued from various governments. Considerable effort is allocated on managing specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the primary tool for achieving "peace".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from Russian territory, a capacity provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching cruise missiles streaked across the sky – modern combat jets provided to Ukraine by Western partners.
Moments later, Kyiv's missile defense activated: several firings deployed against a hostile projectile. This was a advanced protection mechanism at work, presumably provided by Western nations. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly transforms into sober acceptance: perhaps the incoming missile won't strike its target this time, preventing destruction from devastation and additional electricity failures.
Ongoing Risks
Not long after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – probably imported technology. Regrettably, the shots failed to hit the enemy aircraft – it continued its flight toward its target.
With pauses, this carried on until dawn. Kyiv awoke to the morning news: several casualties, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on Western support – a need that European nations are evidently unprepared to fill in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership provoked deep reactions, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new proposal from American administration adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, certainly, continue.
Strategic Calculations
It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration functions according to a principle familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is unrealistic to pressure the Kremlin to abandon the areas that it already controls in Ukraine's occupied territories.
The problem is that while acknowledging this situation, American administration does little to discourage Russia, through statements or actions, from thinking that the status quo will not evolve additionally in its advantage in the near future.
Opposing Positions
Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but averting a complete military breakdown until circumstances change in its benefit.
Current Realities
Realistically, there are no genuine requirements for a truce. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not move to internal issues. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will modify their basic position.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a just a single week to terminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.
While new plans based on old ideas are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to alter the situation, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
