AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has reported, issuing warnings about a potential threat to democratic processes just over a week before the country’s general election.
Study Shows Repeated Partiality in AI Suggestions
The four chatbots tested by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog noted in a analysis released ahead of the 29 October election.
For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Some parties, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query exactly matches the positions of these parties, the report pointed out.
Official Warns Against Using AI Chatbots for Election Advice
The deputy head of the AP, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their political views, she emphasized.
“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”
Voting Background and Political Landscape
Netherlands citizens vote on October 29 in an electoral contest that will be closely watched around Europe for the performance of the PVV.
The right-leaning group of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors yet to make up their minds.
All major parties have rejected a coalition with the PVV, implying the party that comes second is highly probable to provide the next prime minister.
Unintentional Bias Attributed to AI Operation
The AP emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
